SUBJECT: Award of Contract—Public Works Material Hauling Services

BUDGET SOURCE/BUDGET IMPACT: $30,000 is budgeted in various Public Works
Programs for these services
RECOMMENDED MOTION: I move that the Village Board award requirements
contracts by issuing purchase orders to the following two (2)companies:
The Sivi Group, LLC., Wayne, Illinois
Vulcan Construction Materials, LLC.,Naperville, Illinois
based on the unit prices submitted by the lowest responsive and responsible bidders, as
indicated on the attached bid tabulation. Each recommended bid is indicated in bold on the
tabulation. In addition, I move that the Village Board approve Resolution R-2023, a
Resolution Approving the Issuance of Purchase Orders for Public Works Material Hauling
Services.
Background/History:
Bid packages were received and opened on Tuesday, May 24, 2022, by two (2) companies.
The notice for bid requests was posted on the Village website on Tuesday, May 10, 2022.
Bid packages were sent to eleven(11)companies.
Contracts with these two (2) companies will operate as requirements contracts (standing
purchase orders will be created but service orders will only be placed when and if Public
Works has such needs). Bid prices are firm for one (1) year, beginning July 1, 2022 - June
30, 2023. The Village reserves the right to award four(4) additional one (1) year extension
terms, with the concurrence of the winning bidders. We also have the option to request
services listed in the tabulation through either winning bidding or other sources in
situations where the services are needed sooner than can be provided by the low bidder.

The scope of services include the relocating of staged spoils to appropriate landfills,
delivery of aggregates, and removal of other materials accumulated during Public Works
activities. These contractual services will reduce the Village's fuel usage and mechanical
wear on its vehicles while creating staff availability for meeting program deadlines and
enhancing in-house operations.
Recommendation:
Staff recommends that the Village Board award requirements contracts by issuing purchase
orders to The Sivi Group, LLC. and Vulcan Construction Materials, LLC., for Public
Works Material Hauling Services, and that the Village Board approve Resolution R-2023.
