SUBJECT: Award of Contract—Bulk Deicer Salt

BUDGET SOURCE/BUDGET IMPACT: $41,734.00 from Snow Removal, Chemicals
(363-61800).
RECOMMENDED MOTION: I move that the Village Board waive further bidding since
DuPage County has already conducted the bid process, and authorize staff to issue a purchase
order to Morton Salt,Chicago,Illinois, in the amount of$41,734.00 for 550 tons of deicer salt
at$75.88 per ton. Additionally,I move that the Village Board approve Resolution R-2024.
Baclwound/I3istory:
The last few years,the Village split our purchase quantities of deicer salt between the DuPage
County and the State of Illinois' competitive bidding processes.This split purchase gave us the
opportunity to receive salt from two (2) suppliers. This upcoming season we are requesting
1,350 tons, 800 from the State of Illinois,which the Board approved January 25,2022,and 550
from DuPage County,which we are now requesting approval. DuPage County sent invitations
to bid on the Deicer Salt to five (5)vendors, and three (3)were received and opened on April
27, 2022(see attached bid tabulation).
Last year,many communities had problems receiving salt deliveries in a timely manner.
Some deliveries were running more than a month behind schedule and many communities
were running low on salt. Fortunately,we did not have this problem because we had started
to stockpile salt in the Storage Barn.
We will continue to split the deicer salt purchase between DuPage County's and the State's
Central Management Services competitive bidding process.
Recommendation:
The Village Board authorize staff to issue a purchase order to Morton Salt, Inc., Chicago,
Illinois, in the amount of $41,734.00 for 550 tons of deicer salt at $75.88 per ton for the
purchase of deicer salt for the 2022-2023 winter season, and approve Resolution R-2024.
