BUTLER GOVERNMENT CENTER 1200 OAK BROOK ROAD OAK BROOK, ILLINOIS 630-368-5000 AGENDA ITEM Regular Board of Trustees Meeting of April 12, 2022 SUBJECT: Award of Agreement—Professional Engineering Services Agreement for Route 83 at I-88 On-Ramp Water Main QReplacement Project FROM: Rick Valent, Director of Public Works BUDGET SOURCE/BUDGET IMPACT: The Water Fund, Engineering Services (451-76200),to be increased in the amount of$75,550 through a transfer of funds from Water Fund, System Improvements (451-91000) RECOMMENDED MOTION: I move that the Village Board award a Professional Services Agreement to Trotter and Associates, Inc., St. Charles, Illinois in the amount of $75,550, and approve Resolution R-2008 "A Resolution Approving and Authorizing a Professional Engineering Services Agreement By and Between the Village of Oak Brook and Trotter and Associates, Inc., for the Route 83 at I-88 On-Ramp Water Main Replacement Project"pending final attorney review and approval. Background/History: On December 3, 2021, staff was made aware of a water main break on Route 83 near the I-88 East on-ramp. Further evaluation and financial analysis of the repair warrants the water main being replaced and slightly relocated. The replacement of this water main section will not only eliminate continued repairs,but also allow for better accessibility in the future and restore hydraulics to the distribution system. In order to seek construction bids, staff recommends Trotter and Associates, Inc. complete design and construction documents including approximately 1,150 feet of new 12-inch water main that runs parallel to Route 83 and the I-88 East on-ramp. The existing water main is non-operational due to this recent break, and because of this, the fire protection hydraulics in the distribution in and around the Oakbrook Center is dramatically compromised. The work will also include three(3)new 12-inch diameter BOT AGENDA Page 1 lG-S: valves in vaults, one(1)new 6-inch valve in a vault,repairs to the bike path, installation of approximately 80 lineal feet of drain tile, and all landscape restoration. The estimated construction cost for this work is $400,000. The full scope of the engineering services proposal includes field reconnaissance, geotechnical investigation,utility coordination, engineering design,preparation of construction plans and specifications,preparation of an Engineer's Opinion of Probable Cost and permitting. At the March 22, 2022 Board of Trustees Meeting, staff was directed to obtain additional engineering proposals for like services as compared to the original recommendation of Christopher B. Burke Engineering, Ltd. Based upon prior engineering design service relationships, staff reached out to Civiltech Engineering, Inc. and Trotter and Associates, Inc. The proposal from Trotter and Associates, Inc. is the second lowest of the three, $12,600 more than Christopher B. Burke Engineering, Ltd. and$13,950 lower than Civiltech Engineering, Inc. During that same meeting, staff was also directed to put a hold on any new agreements with Christopher B. Burke Engineering, Ltd. until further notice,thus the recommendation to award approval to the next lowest responsive pricing. The proposal encompasses both design and construction management to streamline the project management and to oversee the construction workmanship to ensure the Village does not experience a situation similar to that of the recent pool renovation project. Below is the breakdown of fees.
