SUBJECT: Award of Agreement—A Professional Engineering Services Agreement for
the Harger Road Water Main Replacement Project

BUDGET SOURCE/BUDGET IMPACT: $140,220 is budgeted in the Water Fund,
Engineering Services(451-76200)
RECOMMENDED MOTION: I move that the Village Board award a Professional
Services Agreement to Trotter and Associates, Inc., St. Charles, Illinois in the amount of
$140,220, and approve Resolution R-1996 "A Resolution Approving and Authorizing a
Professional Engineering Services Agreement By and Between the Village of Oak Brook
and Trotter and Associates, Inc., for the Harger Road Water Main Replacement Project"
pending final attorney review and approval.
Backmund/History:
Included within the 2022 Budget are funds for the Harger Road Water Main Replacement
Project. The project is being recommended in preparation of the Harger Road STP
Resurfacing Project proposed for 2023. The replacement of this water main section will
not only eliminate future repairs,but the potential damage those repairs may have on the
newly resurfaced roadway.
In order to seek construction bids, staff recommends Trotter and Associates, Inc.,
complete design and construction documents including 2,850 feet of 10-inch water main
within the limits of Spring Road and the newly constructed multi-use path, as well as
560 feet of 8-inch water main directionally bored from Harger Road to the Timber Trails
community at Forest Trail. The new water mains will replace the existing ones that have
reached the end of their useful life. The project will also include new valve vaults, fire
hydrants, water service connections, and full depth pavement patching. The estimated
construction cost for this work is $1,250,000.

The full scope of the engineering services proposal includes field reconnaissance,
geotechnical investigation,utility coordination, engineering design,preparation of
construction plans and specifications,preparation of an Engineer's Opinion of Probable
Cost and permitting.
At the March 22, 2022 Board of Trustees Meeting, staff was directed to obtain additional
engineering proposals for like services as compared to the original recommendation of
Christopher B. Burke Engineering, Ltd. Based upon prior engineering design service
relationships, staff reached out to Civiltech Engineering, Inc. and Trotter and Associates,
Inc. The proposal from Trotter and Associates, Inc. is the lowest of the three, $6,310
lower than Christopher B. Burke Engineering, Ltd. and $880 lower than Civiltech
Engineering, Inc. The proposal encompasses both design and construction management
to streamline the project management and to oversee the construction workmanship to
ensure the Village does not experience a situation similar to that of the recent pool
renovation project.
