SUBJECT: Three-Way Stop Configuration on Madison St. at Frederick Dr.

RECOMMENDED MOTION: Move to approve Ordinance 2022-PD-TC-G-1210
amending Title 7, Motor Vehicles and Traffic, Chapter 2, Traffic Schedules, Schedule III:
Stop Intersections, and Schedule IV: Stop Streets.
Background/History:
The Police Department has monitored resident complaints of speeding autos on
Madison St. near Frederick Dr. for a period of time. While the roadway serves as a
secondary arterial street for the area, it is also in a residential area. There has been a
repeated request by some residents in the area for the installation of stop signs on
Madison St. at Frederick Dr. During the month of July, 2021, temporary stop signs were
installed to gauge their effectiveness. The speed trailer data collection showed that 85%
of the vehicles were travelling between 23 and 25 mph; and 15% of the vehicles were
travelling between 26 and 31 mph; all in a posted 25 mph zone. The speed trailer was,
again, placed at the same location for the period, April 6 through April 12, 2022, to
record speed data. The average recorded speed was 24 mph with most speeds between
26 and 30 mph. During the latter speed trailer recording dates, there were higher and
lower speeds. The highest traffic volume was generally between 8:00 a.m. and 7:00
p.m. during those dates.
After hearing from resident proponents and opponents of stop signs at that location (via
submitted pro and con resident petitions and Village Board Meeting resident pro and con
comments), and during subsequent discussion by the Village Board at the April 12,
2022, Regular Village Board Meeting, there was a 4 to 3 consensus to bring this

Approve Ordinance 2022-PD-TC-G-2010 to allow for the placement of stop signs at N/
B and S/B Madison St. at intersection with Frederick Dr.
