RECOMMENDED MOTION: I move the Village Board adopt Ordinance 2022-LC-BR- G-1211 "An Ordinance Adopting a Registry for All Persons Who Conduct Business within the Village of Oak Brook" Backaround/History: The Village has a right and obligation protect the health and safety of all Village residents and is granted, through the Illinois Municipal Code, the authority to adopt land use and zoning rules and regulations, construction codes, fire prevention regulations and so forth in order to accomplish the same. The Village has therefore established such regulations for the purpose of ensuring that properties are used in ways that are beneficial to the public health, safety and welfare; however the Village currently lacks a control mechanism in order to ensure compliance with the Village's regulations and any specific emergency response needs of these respective businesses. An efficient and effective way to ensure businesses are complying with various rules and regulations is reliant upon having knowledge of what businesses are currently operating within the Village. This is most commonly accomplished through maintaining a list of said businesses and associated relevant critical public safety information; such as in the form of a business registry. Therefore, staff is proposing an ordinance amending the Village Code to set forth the requirement for businesses to register,on a form and in a manner as identified and amended BOT AGENDA Page 1 i i i from time to time. A sample form of information required for such a registry is attached hereto. No fee is proposed for timely filing in the new business registry, and a nominal late fee of $25 is proposed in order to encourage timely compliance with the requirement as well as to address expenses associated with the follow-up required for business which do not initially comply. Staff is still evaluating the proper software for permitting and registration, but the software proposed is a part of the Development Services software purchase already planned and budgeted for 2022. Once the new software is purchased and implemented, staff plans to integrate the aforementioned registry questionnaire into a web format in order to make the process easy and efficient for businesses. Recommendation: Staff recommends that the Village Board adopt Ordinance 2022-LC-BR-G-1211 "An Ordinance Adopting a Registry for All Persons Who Conduct Business within the Village of Oak Brook" BOT AGENDA Page 2
