SUBJECT: Moratorium on the Placement of Temporary Signs in the Public Right of Way

RECOMMENDED MOTION: I move that the Village Board approve Ordinance No.2022-SNGS-
PRW-G-1213 "An Ordinance Approving a Moratorium on the Placement of Temporary Signs in the
Public Right of Way."
The Village Zoning Ordinance has not been amended to reflect recent Supreme Court and Illinois
State statues, related to sign placement within the Village's right of way and on other public
properties. The Village Attorney has created this moratorium to provide staff with consistent
direction while the code is amended. The proposed amendments to the Zoning Ordinance will
review the Village's authority to regulate signs placed on public property. Following a review by
the Village Attorney, any proposed amendments will be brought back to the Village Board for
referral to the Plan Commission and Zoning Board of Appeals for public hearing and
recommendation.
In the interim, in the interest of public safety, staff will collect all signs placed on public property
throughout the Village. After an attempt to return any collected signs, staff will dispose of the
property.
Recommendation:
Approve Ordinance 2022-SNGS-PRW-G-1213 "An Ordinance Approving a Moratorium on the
Placement of Temporary Signs in the Public Right of Way."
