Regional Retail Roundup
Oak Brook, IL – The Oak Brook Police Department, DuPage State’s Attorney’s Office, Attorney
General’s Office, and the Cook County Regional Organized Crime (CCROC) would like to
thank the multiple retail loss prevention establishments and local police departments for all their
efforts in the Regional Retail Roundup that took place last week. Due to those extraordinary
efforts the following two arrests occurred.
On 09/14/22 at approximately 1:00 p.m. an Oak Brook Officer observed a white Nissan bearing
a fraudulent Indiana temporary tag leaving a parking space in the area of 2155 22nd St., near the
Nike Store. Oak Brook Officers initiated a stop on the Nissan, however it accelerated at a high
rate of speed onto eastbound Butterfield Road. During this time, the Officers marked police
vehicle was activated with lights, sirens and horn. As the driver of the Nissan was evading the
Officers by driving in speeds well over the posted limit, it began to lose control and skidded
across three lanes of traffic on Roosevelt Road. The passenger side of the Nissan struck the
inside curb of Roosevelt Road, sending the vehicle into the air and onto the guardrail separating
east and westbound traffic and coming to a stop. The driver was then ordered out of the vehicle
and taken into custody.
The initiating Officer immediately recognized the driver as; Parolee Demetrius Landfair from a
previous retail theft case and Aggravated Vehicular Carjacking. Several new Nike and Doc
Marten shoes, in the boxes were seen in plain view within the Nissan. Further inspection of the
Indiana temporary tag revealed the alpha character, VIN, year, model, and month of expiration,
were all clearly copied/edited onto the tag on a copy machine and laminated.
The case was screened with DuPage County State's Attorney’s Office who approved
Aggravating Fleeing and Eluding and Misdemeanor Unlawful Display of Registration. Landfair
was booked, processed, and transported to DuPage County Jail.
It was later learned that Landfair had committed a Retail Theft in Kildeer early on 09/14/22 prior
to coming to Oak Brook. Additionally, he was wearing the same clothing and seen walking out
of the store with four boxes of Doc Marten boots in a black mesh DSW shopping bag, identical
to the one found holding the boots inside the Nissan. Further investigation on the fraudulent tags
is being conducted.

On 09/18/22 at approximately 1:06 p.m. Oak Brook Officers responded to Macy’s, 1 Oakbrook
Center, for a retail theft in progress. Upon arrival, Officers located the offender leaving the area
in a white Acura failing to pull over for the Officers activated emergency lights and sirens.
During the drivers fleeing it struck a wooden bollard by a walking path just east of Oakbrook
Center. The vehicle then continued down the walking path to the driveway of 701 Harger, at
which point was taken into custody by an Officer. The driver was identified as Jin Kim Kwon,
and positively identified by Macy’s as the offender. During this time it was learned that Kwon
had been recognized from previous incidents stealing bath towels ($312) on September 13th,
2022, taking hand wash cloths ($42) on September 14th, 2022 and towels ($80) on September
15th, 2022, without paying for the merchandise on each date. On today's date, Kwon was seen
concealing a pot and two (2) pillow cases in a white Macy's shopping bag and exiting the store.
The case was screened with DuPage County State's Attorney’s Office who approved three (3)
felony counts for Kwon for Burglary, Retail Theft, and Fleeing and Eluding. Kwon was
additionally charged with misdemeanor Battery for when she shoved the LP Agent to make good
on her escape. Kwon was booked, processed, and transported to DuPage County Jail.

“Organized retail theft is about more than lost revenue and stolen products. Frequently, the
criminal enterprises behind these thefts are connected to other serious crimes,” Attorney General
Kwame Raoul said. “I would like to thank the Oak Brook Police Department, the DuPage
County State's Attorney’s Office and all of the participating law enforcement agencies for their
partnership in this operation. These arrests demonstrate the importance of collaborations between
state and local law enforcement to better protect communities and hold individuals accountable.”

retail establishments, many of which rely on the holidays to keep them in business,” Berlin said.

businesses but also protects those who work and shop in our local establishments.”

Prevention agents from the region that participated in this mission proved to be very effective. I

to work together to pro-actively combat retail crimes in Oak Brook,” said Chief Brian Strockis.
Members of the public are reminded that these complaints contain only charges and is not proof
of the defendant's guilt. A defendant is presumed innocent and is entitled to a fair trial in which it
is the government's burden to prove his or her guilt beyond a reasonable doubt.
