Strockis, Chief of Police I,�L BUDGET SOURCE/BUDGET IMPACT: Account: 621-90100: Year Total Cost Reimbursed by HOA Net Villame Cost Year 1: $137,112.53 $ 68,556.27 $ 68,556.26 Years 2-5: $117,570.00 $ 58,785.00 $ 58,785.00 Total: $254,682.53 $127,341.29 $127,341.29 RECOMMENDED MOTION: I move to approve Resolution 2022-PD-AG-LPR-PG- HOA-R-2040 authorizing the purchase of fifteen (15) License Plate Recognition (LPR) cameras from Minuteman across eight (8) Homeowner Associations (Subdivisions), and further authorizing the Village Manager to sign the five year maintenance and database access agreements,pending final attorney review and approval. Background/History: The Village of Oak Brook and most of the west suburban region has experienced an increase in catalytic converter thefts, vehicle thefts and burglaries. Often times, these crimes are committed using a stolen vehicle or vehicle with a stolen license plate affixed. The Village Board requested the Police Department explore what measures we can take to ensure the safety and quality of life of our residents,visitors and businesses. Our research indicates that utilizing technology to assist us with prevention as well as the apprehension of criminals would be an efficient use of resources. Oak Brook and many of the surrounding communities are now employing the use of high quality license plate recognition systems either in a mobile platform or fixed site installation. These systems are tied together with a nationwide database that has been very effective in tracking wanted vehicles, stolen vehicles and stolen license plates. These systems alert police officers in real time of wanted vehicles that are in their jurisdictions. The system we have identified is by Minuteman who has also prepared all the quotes for Oak Brook Subdivision LPR's. Minuteman Security Technologies is an enterprise security BOT AGENDA Page 1 6--s. system technologies developer and service company located in Tinley Park, Illinois. Minuteman has over 30 years in business with 190 employees and over 50 million in annual revenue. License plate reads through this system are integrated through our current LEARN software used with our two Vigilant LPR cameras. A neighboring jurisdiction has utilized Minuteman for their LPR's and they are satisfied with the quality and service of the units. Any data access or use is covered by the same rules as our access to Illinois State Police LEADS (Law Enforcement Agencies Data System)data and must adhere to Federal CJIS (Criminal Justice Information System)rules for security and access. The Village offered a 50150 cost sharing program in 2022 for interested subdivisions. After careful review, the following HOA's have entered into an agreement with the Village and provided payment for fifty percent of equipment, and installation and recurring expenses for a five year period: • Saddlebrook: $63,935.89($31,967.95 HOA)+ $6,410.00($3,205.00 HOA) annually • Trinity Lakes: $59,449.51 ($29,724.76 HOA)+$6,410.00($3,205.00 HOA) annually • Steeplechase: $34,874.86($17,437.43 HOA)+$3,835.00($1,917.50 HOA) annually • Midwest Chase: $20,505.58 ($10,252.79 HOA)+$2,547.50($1,273.75 HOA) annually • Forest Glen: $20,151.11 ($10,075.56 HOA)+$2,547.50($1,273.75 HOA)annually • Robinhood Ranch: $19,312.72($9,656.36 HOA)+$2,547.50 ($1,273.75 HOA)annually • Midwest Club: $18,226.43 ($9,113.22 HOA)+$2,547.50($1,273.75 HOA) annually • Covington Court: $18,226.43 ($9,113.22 HOA)+$2,547.50 ($1,273.75 HOA)annually Initial installation and licensing costs total $137,112.54($68,556.27 reimbursed by HOA's) with recurring expenses in years two through five of$29,392.50 annually ($14,696.25 per year reimbursed by HOA's).
