A RESOLUTION APPROVING AND AUTHORIZING A PROFESSIONAL SERVICES AGREEMENT
BY AND BETWEEN THE VILLAGE OF OAK BROOK AND CHRISTOPHER B. BURKE
ENGINEERING, LTD FOR ENGINEERING SERVICES FOR THE OAK BROOK GOLF COURSE
WHEREAS, the Village operates the Village of Oak Brook Golf Course ("Golf Course") in the
Village's Sports Core; and
WHEREAS, portions of the Golf Course are located in floodplains and floodways; and
WHEREAS, past flooding events have resulted in the closure of parts of the Golf Course and
extensive damage to the Golf Course turf, requiring the Village to expend significant resources restoring
the damaged portions of the Golf Course; and
WHEREAS, the Village desires to retain an engineer to analyze for the Village how best to design
and utilize pumping infrastructure to minimize the damage caused by the periodic flooding ("Services");
and
WHEREAS, Christopher B. Burke Engineering, LTD ("Burke") has previously provided
satisfactory engineering services to the Village in connection with various engineering and infrastructure
projects; and
WHEREAS, pursuant to the Local Government Professional Services Selection Act ("Act'), 50
ILCS 510/0.01 et seq., and Section 1-7-6 of the Village Code, the Village is not required to follow the
notice, evaluation, and selection procedures set forth in the Act for engineering services provided by
engineers who have a satisfactory relationship with the Village; and
WHEREAS, the Village and Burke desire to enter into and execute an agreement for Burke to
provide the Services to the Village for an amount not to exceed $25,000.00, which agreement is attached
hereto as Exhibit A("Agreement'); and
WHEREAS, the President and Board of Trustees have determined that it is in the best interest of
the Village to enter into the Agreement;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Agreement. The President and Board of Trustees hereby
approve the Agreement by and between the Village and Burke in substantially the form as attached as
Exhibit A and in a final form approved by the Village Attorney.
Section 3: Authorization and Execution of the Agreement. The Village President and Village
Clerk shall be, and hereby are, authorized to execute the approved final Agreement on behalf of the
Village.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.

Dear Mr. Creed:
Christopher B. Burke Engineering, Ltd. (CBBEL) has prepared this proposal to provide
professional engineering consulting services related to the design and preparation of bid
documents for the rehabilitation of an existing storm water pump station located on the
Oak Brook Golf Course (OBGC). Included in this proposal is our Understanding of the
Assignment, Scope of Services and Estimated Fee.
UNDERSTANDING OF THE ASSIGNMENT
CBBEL has prepared (under separate Scope of Services) an evaluation of the Oak
Brook Golf Course's three existing pump stations including budget costs for proposed
upgrades, DuPage County requirement restrictions for pumping capacity and permitting
regulations. This proposal is for engineering services to design the upgrades to one of
the three stations and prepare bid documents for one station.
SCOPE OF SERVICES
DESIGN SERVICES
Task 1 — Design Pump Station PS1: CBBEL will design the improvements to PS1
based on the sizing selections made by the OBGC from the previously submitted pump
station evaluation report prepared by CBBEL and subsequent conversations with OBGC
staff. Pump sizing and selection, forcemain size and material type, wet well
improvements, electrical conduit, wire size, main breaker and pump control panel design
will be performed for the pump station. CBBEL will meet with the OBGC staff to review
the equipment selections made in the design of the station. An opinion of probable
construction cost will also be prepared.
Task 2 — Preparation of Plans Specifications and Bid Documents: Based upon the
results of Task 1, CBBEL will prepare bidding documents, including plans, profiles,
sections, construction details, technical specifications, bidding documents and contract
forms which will allow the OBGC to bid and construct the station improvements as well
as underground piping and manhole construction.
BIDDING ASSISTANCE SERV ICES
Task 3— Bidding Assistance: CBBEL will assist the Village with solicitation of proposals,
attend a pre-bid meeting, answer bidders' questions prior to bid, attend bid opening,
review and tabulate bids received, and make recommendation for award.

We will bill you at the hourly rates specified on the attached Schedule of Charges and
establish our contract in accordance with the attached General Terms and Conditions.
Direct costs for blueprints, photocopying, mailing, overnight delivery, messenger
services and report compilation are not included in the Fee Estimate. These General
Terms and Conditions are°expressly incorporated into and are an integral part of this
contract for professional services. It should be emphasized that any requested meetings
or additional services are not included in the preceding Fee Estimate and will be billed at
the attached hourly rates.
