TO: Village President and Board of Trustees
• SUBJECT: PROCEDURES FOR CONDUCT OF DISCOVERY RECOUNT
I. The Village President should state that the petition
for discovery recount has been received and note the filing date
thereof. A copy of the petition should be included within the minutes
of the meeting. In addition the Village President should note that
notice of the special meeting has been given, as required by law. A
copy of the notice of the meeting should also be included within the
minutes. •
II. The Village Clerk should have the bags containing
•
the ba'.lots, the voter affidavits, blank tally sheets and blank
certificates of results available for the recount of the Precinct
One ballots cast for Village Trustee.
-III. The recount procedure should be substantially the
same as that prescribed for the:judges of election on election day
as set forth in Section 17-19 of the Election Code, Chapter 46,
Illinois Revised Statutes. That procedure would be as follows:
•
1. Count the number of voter applications for ballots.
2. Count the number of voted ballots. The number of
ballots cast together with all defective and object- .
ed to ballots not including the spoiled ballots
should equal the number of voter applications. If
they are not the same, the judges should recount
• the ballots and make sure that the application
total equals that of the voted, defective and object-
ed to ballots, exclusive of spoiled ballots.
3. Two (2) Board members should be selected as calling
judges and three (3) Board members should be select-
ed as tally judges. The calling judges will call •
out the votes shown on the ballots and the tally
judges will record those votes on the tally sheets.
• Assuming all six (6) Board members are present the
remaining Board member may assist either -bf the two
groups of judges.
4. ' The ballots should be then separated into two.
piles, 1) those that contain any vote for a Vil-
lage Trustee and 2). those that do not. This second
group should be set aside because they are not to
be recounted.

Trustee should then be further separated by separa- '
ting those ballots representing straight Oak Brook
Community Candidates tickets and those that are not.
6. Count all the straight ballots. The tally judges
will record the total straight tickets under each
of the respective three (3) candidates involved.
7. The two (2) counting judges should divide the re-
maining ballots into two (2) roughly equal piles.
•
The counting judges should then alternately count
a ballot as to the votes thereon and turn over these
ballots. The tally judges will mark the totals re-
flected by the counting judges.

8. The judges should make tally marks on the tally
sheet, with every fifth (5th) vote being tallied
horizontally through the previous four (4) ver-
tical tally marks. When such a horizontal tally
is made the tally judges should announce "tally"
or "hash" to verify the correct totals of the three
(3) tally judges.
9. This process continues until all ballots are
counted at which time the tally sheets • are com-
pared and the results verified.
10. The defective, and objected to ballots should be
counted and this total noted on the certificate,
of results.
11. The tally sheets and certificates of results should,
be completed and all of the Board members present
should sign the completed tally sheets and certifi
cates of results.
12. The ballots are to be bound with heavy cord pro-
vided and wrapped with heavy:paper< The tally
sheets..are.not to be wrapped with the ballots.
Each of the Board members present should sign the
ballot ackage and transparent adhesive tape should
be applied over the signatures. The envelope con-
taining the defective and objected to ballots -should
be similarly signed by all Board members present,
and all ballots should be put in the canvass bag,
which should also be signed. The election material
should then be returned to the Village Clerk for
safekeeping.

any questions that arise.

of the ballots cast in Precinct Number Cne of the election held on •
April 17, 1979, as petitioned for by Robert E. Listecki and as provided
for by State Statute.
It was noted that a typographical error had occurred in Election Ordinance
S-425, and with the Board's ccncurrence a correction had been made to change
a name fran Ann Waite to Robert Waite.
